Hello,

by usage of PicasaStarter, it is easily possible to have Picasa as a portable version.
Picasa + Starter in one folder, then start with picasastarter /autorun "Portable" which will create a portable database.
Works perfect for me on any PC.

I'll answer questions, please ask.
