that was the first thing I tried - I completely deleted the Liberkey directory and reinstalled Liberkey from scratch then added Paint.NET via the Liberkey Installer. The issue persists.

You can try "Run as administrator", May work.
May be .Net is not properly installed or updated, so doesn't give a positive response to query.
