I have tried to update and re-install Tag Scanner a couple of times now, and it won't work. Its directory is empty, except for the 'help' and 'lang' folders, which are also empty.

If anyone has insights for this problem, I could really use some help.

Please check if you have two TagScanner folders, including one with a date at the end of its name.
Manually remove the empty one and rename the other.
