Gimp doesn't start

After start of Gimp will be shown a whole series of error messages by starting of almost all GIMP-modules:
This program can't be started, thus libgimpui-2.0-0.dll or libgimp-2.0-0.dll on this computer is missed. Install the progam again to fix this problem.

Means this, I must first install GIMP on my computer, to run the portable version?

My system Windows 7 x64, the LiberKey files associations are active

Do you have your Liberkey folder in drive root ? (may be the reason)

Maybe it will help to delete and then reinstall Gimp?

I am having the same problem.
I uninstalled from LiberKey.
I re-installed to LiberKey.
issue is not fixed.
file is in: G:\LiberKey\Apps\GIMP\App\GIMP\bin\libgimpui-2.0-0.dll
