OpenVPN portable is a portableapps packaged tool, Liberkey cannot use it.
What do you need, a VPN client or a VPN server ?

Read again the summary of the sourceforge project:
OpenVpnPortable is openvpn and a modification of openvpn-gui packaged with a PortableApps.com Launcher as a portable app


For the client, windows can natively do it, no need for an external one:

OpenVPN is an SSL VPN and as such is not compatible with IPSec, L2TP, or PPTP, which are used by Windows to establish VPN connections.
