The problem with the menu "LiberKey tools" that appears behind the main menu LiberKey has been identified.
To better understand what we are talking about, here is a screenshot:
The menu appears behind the main window:
In fact, this problem is not limited to the menu "LiberKey tools". It occurs on all transparent windows that are "always on top".
For example, the context menu that appears when you click (with the right mouse button) on the tab "LiberKey" has the same problem:
With the visible part of the menu (on the left), we can still open the "floating menu"
If you click the button "Always on top" of this floating menu, it should pass on top of the main menu and stay there...
Now, here's what happens:

In reality, the popup is well on top of the main menu, but it appears ... behind!
When we move the mouse in the area where the two windows overlap, it is clear that this is the floatting menu that captures its movement.
For example, if placed in the area highlighted in green, the category "System utilities" of the floating menu becomes active.
We have long sought to resolve this problem by making changes in LiberKey, but it was very tedious because we did not know how to reproduce the bug.
Thanks to your feedback we have been able to target the context in which the bug occurs, and it appeared that Windows XP with multiple screens was often concerned ... So we looked in that direction and yesterday we finally were able to reproduce it! Thank you, without this valuable information we could not do it.
After spending a number of days and nights searching for the cause of this problem, we have finally observed ourselves this strange behavior ... and we discovered that this bug only occurs when overlapping windows are both transparent.
This seems very clear in the example below:
Take for example "Notepad"
By moving notepad in the area where the two transparent windows overlap, all becomes clear:
The floating menu is indeed "always on top", and it is displayed on top of notepad, even when the latter is the active application.
At this stage, it became clear that the bug was not in the LiberKey menu..
We have therefore directed our research towards the known issues of Windows and we have found it!
It is listed in the Microsoft Knowledge Base:

Demand is taken into account immediately and you will receive an email containing a link to download the patch to apply. The email will also contain a password to use during installation.
Note: This hotfix has not been fully tested.
It therefore relates only systems or computers who have precisely the problem as described.
If you do not experience this problem do not install this hotfix.
The final version will be included in Windows XP Service Pack 4 and Windows Server 2003 Service Pack 3
