I would like to help my father easily configure a LiberKey that is configured exactly like mine (we live 3000 miles apart so I can't just copy my key for him).

Is there a way to export my app list so that his LiberKey will install the listed apps when he performs the first LiberKey update?

while you don't find that nice automagic way, you can use a manualternative way like using dropbox / sugarsync / google drive to share your liberkey with your apps with him.

notes:
- in dropbox, you can have up to 16GB free storage, but you have to invite a lot of ppl (I invited all my contacts, also that unknown ppl that gmail collects, so when someone enters I earn some gigas...);

- in sugarsync, you have up to 5GB free storage only following some steps after signed up it;

- to share your "pack" of LK, follow following steps:
1. close all your liberkey apps and loberkey tools (menu etc.)
2. copy your liberkey folder to another location (e.g. c:\liberkey2)
3. delete all the contents of "Data" folders inside all "/apps/name_of_app" folders
4. zip it all
5. see the size of the package
6. if it does not fit in size on your cloud storage, delete some unneeded apps

you can send also a pendrive inside a envelope via mail services
