is there a program to be recommended to launch programs with hotkeys?

You can launch liberkey's apps with hotkey :
For each one in Liberkey menu right click => Shorcut properties => Advanced and in the bottom of the window define your shortcut like for example CTRL + Shift + N for Notepad then close. In the future when your Liberkey is launched if you press the hotkey Notepad will started.
PS : you have the same possibilities for your apps in MyApps and even for the folder MyDocuments if you want.
