For some reason, setting command line parameters (file association) with system variables doesn't work

What I want to do is have,

add --library-path "%MYAPPS%\Calibre Portable\Calibre Library" "%1"

For calibre-portable.

Is there a fix for this? Currently I have the path hard coded. I'm decently happy with that for now
